Truthfully this question can only be answered by a product specialist who has worked with various models of computers from the different manufacturers.
Best way to get your answer is to read online reviews. Try www.pcworld.com or use a search engine with keywords: Computer Reviews.
Keep in mind there is no way to get a computer that will not have issues. I have never run across a problem free computer, this is basically why I have a support job. A system crashing is depending on any number of conditions. Most vendors like IBM, Apple, Dell, HP/Compaq, and Gateway sell system packages.
Just go on to their site and customize a package based on what you want to spend. Also think about a three year warranty.

I don't think there is such a thing as a "best" brand. Just keep in mind that with any brand you get what you pay for. I sell Gateways, E-machines, Hewlett Packard & Compaq desktops & notebooks along with Sony & Toshiba Notebooks and have found that the higher end of each of these is good. I have friends who have Dell's and just like I had said above, if you buy a cheap Dell, then you'll have a cheap Dell. On the other hand if you buy a high end Dell....
Check out Best Buy. They service what they sell and you can get 3 year service plans on the whole package. You can get te same thing at Circuit City or Comp USA, but I don't have one in my area so I don't know if they service what they sell.
You should be able to get a great HP or Gateway package with a 19" Flat Panel Monitor & a All in One Printer/Scanner/Copier with a 3 year service Plan & Antivirus protection for $1500 at any of those 3 places. Just remember, if you buy locally, you've always got someone to yell at in person if you have problems. It's hard for them to ignore you that way.

Computers are made up from a bunch of parts from different companies. The best computer would be one that was hand built by someone who knows the specs on each part ie motherboard, video card, ram etc... I am sure they could put together a better machine than you could from Dell or HP.
The problem with the big computer companies it that when they buy parts for their machines it usually goes by the lowest bidder which in turn mean lower quality. What they do is put a bunch of garbage in a computer system, stamp their name on it and figure people are buying the brand name.

Get a custom built computer.
You are asking your question too vaguely.
What's the best computer? For reliability? Or only for the sims2 game?
You REALLY don't need much to play sims2 (believe me, I know, I play it too)
with $1500, i'd say splurge and get yourself a 22 to 24" LCD, a 256 Megabyte radeon x1600 series card, and a faster single core processor would run SIMS2 better than a "dual core" processor (since sims2 can't use it anyhow)
You don't need a fast, or big harddrive, or surround sound, or anything like that if that's all you want it for.
Now..
spending $1500 to play ONE game better is just silly. :-)
For an overall computer, I'd recommend the 'dual core' system I previously advised against, and a 7200 RPM, 16 Megabyte, serial ata harddrive.

HP or Dell, Apples are the best abd they run windows now. I got an HP for $399, with monitor and everything, took a week to get rid of winXP, but I like Linux.
