Probably because the water smoothes out the surface of the bottle which is normally slighty rougher than a "normal" bottle.

But then, i could be wrong

the water fills in the vallies between the peaks and creates a flat surface like a sheet of plain glass

I think its something to do with refraction - like if you put some sellotape on a frosted glass window pane you can see through it.

Good question that. It's not too dissimilar to when you soak a plump breasted young lady with water you can almost see everything.
I guess it has something to do with breasts?
