On behalf is one of the ways to sign a letter on someone else's behalf.Or in the beginning of the letter u can reveal who r u to that concerned person and then sign off ur name at last

Then at the bottom of the page, in the left corner, in lower case type your initals, then after it's printed out you inital by your initals

yes. you can use thaqt sentence. for example, maybe you can use it at the opening of a letter :
'on behalf of President of Social Committee, I am pleased to inform you that.....etc...'
