Some of the best new books are coming out from small publishers like Hard Shell Word Factory. If you want fresh plots and not rehashed New York plots, you might want to browse the titles at www.hardshell.com or www.fictionwise.com.
You can read the first chapters on line and sometimes even more. Best way to buy these days.

Mo Hayder is really violent, but excellent
DBC Pierre, fairly new but good satirical books
Harlen Coben writes mysteries/ thrillers, but the Myron Bolitar series also has great one-liners and is really funny
If you have never read The Time Traveler's Wife or The Lovely Bones, read them immediately... great stories
Augusten Burroughs "Running With Scissors" is downright hilarious

Might want to check out Baen's Books website since they publish mainly authors in Sci-fi and Fantasy.

Jonathan Safran-Foer is great. I loved his novel Extremely Loud and Incredibly Close. However, I'm not sure what classifies as new. He's been published for at least two years I would say.

you could try katherine coultier, harlin coben, janet evonovich. all really great writers. however i could have answered better if i knew what kind of fiction you liked or what you preferred to read normally. good luck and if you like to laugh janet is the way to go she has a whole series 1-12 i believe and all about stephanie plum and her crazy job, bf's, and more. happy holidays=)
