You can by an old model phone in China for 100 RMB (less than 10 pounds). You can also take your phone and buy a local SIM card. The other person is a little stupid, what he is talking about having a phone with a dictionary in it. Some phones do, they will be under 500 RMB, but not 100 RMB. You have to look around and see. When calling to the UK you use either an IP card (calls over the Internet from your phone, or home phone) or Skype.
