Temperature wise the best time to be in south florida is the middle of February through the middle of May. After May it is very hot and humid until october or november.
If price is a factor, the summer will be the cheapest. all the snowbirds are gone, but you may have to deal with hurricanes, which is not good for a cruise. hurricane season runs from June until Nov 30th.
I would say March or April are the best months. The temps will be good for the beach/cruise, no hurricanes, and it will be cheaper than the "prime" tourist season of Thanksgiving thru mid February.

Food and beverages are always included in the cabin price. Alcohol and soda aren't. Other than the casino, they don't operate on a cash basis. You get a ships card, and when you buy booze, smokes, stuff in the shops, etc, you use the card. You get bill midway through on a 7 day cruise just to let you know what's going on, then you sign to may the second to last day. There often have high end restaurants where you pay more, like $40 per person. I did one of those on Carnival and it was great, worth every penny. Seasickness is variable. Ships that go out into the Atlantic are more impacted by the weather and currents, so they cna be rough. East and West Caribbean waters aren't that bad. I take dramamine with me but never need it. I've done one Royal, two Celebrity, a Carnival and a Norwegian. I'm doing Celebrity in Nov. If you don't drink a lot of booze, and you don't gamble, its actually a very economical way to go on vacation. Which is why I'm about to go on my 6th. I told my wife I plan to do one every year until I retire.

It is nice most of the year, but as the other answer says, avoid hurricane season, which technically runs all the way until November. It'll be popular with tourists around the holidays, and will get into the 60s--not necessarily warm enough to swim in the ocean. And it's brutally hot & humid in the summer. I usually like going around March or April. Also there's a South Beach events calendar online, so maybe there is some event you'd want to be there for.

Anytime is a great time to visit South Beach, the weather is always nice.. BUT, I would recommend not booking a cruise a the height of hurricane season which is July, August, or September

If you want better rates, try to come in January to 1st week of February. Weather will be cooler though. My favorite time of the year to cruise is September/October, weather is perfect ( I live in South Florida ) of course, if hurricanes bother you it is not a good time to come.
Another great off-season time is May & the 1st week of June.

IF you don't mind if your cruise is rerouted, it is cheaper during hurricane season. That happened to my fiancee and I, and we got rerouted to Cozumel, Mexico during our August '06 cruise (we were supposed to to to Nassau, CocoCay and Key West).
I think the Spring months would be ideal. Summer might be TOO hot for some people, not to mention the prices of the cruises are at least DOUBLE what the hurricane season prices are.
