Normally behavior of a person is controlled by his state of mind. A serial killer is cool. A terrorist may be depressed and feel humiliated by the conditions prevailing in his country. He developed hate for his enemies and their supporters. They become revengeful. More you punish them, their anger will increase. They are insensitive to human values. To revenge is their goal. Punishment has no impact on their thinking. The best thing will be to address their problems or make them ineffective.

hmm good question.

I would say that if their suicide bombers then they might be depressed b/c their killing themselves with everyone else...if their just plotting things for others then I suppose their not b/c they want others to die but they still have a will to live.

idk....we should ask a terrorist himself..u got bin laden's email address?

Unless you know a terrorist one does not know until an act occurs and than it is to late to know his state.
