I think Dumbledore made an 'Unbreakable vow' with Petunia Harry, just like Snape does with Narcissa in HBP, so that Petunia will always be bound to protect Harry, but when she was about to throw Harry out of the house, Dumbledore probably thought that she should be reminded of this.

Dumbledore was just reminding Petunia not to forget the last letter he left her asking her to care for Harry. He wanted to make sure that she didn't allow Vernon to throw Harry out onto the street where the blood protection would leave him vunerable.

Potter fans were hoping there was more to this than there actually was but that's how Jo works. She's a crafty woman. :)

It was to remind her of his first letter to her. Remember in the first book on the doorstep Harry had a letter with him. The letter stated that as long as he stayed under a roof of his mothers blood he couldn't be harmed. And Petunia was scared to death of magic and knew that if she didn't let him stay with her she would pay dearly.

he was telling her to remember his last letter. that also means that there were more letters before the one that was left with baby harry at their door.

Well, there are many different theories to this, but I think that he may be referring to the letter that was left with Harry on thier doorstep explaining the situation that Harry was in.

The last note he had ever sent her had asked her to take care of Harry. She hadn't done that, and you know she's scared of wizardry. so it woke her up a bit.
