By this I mean can you set CPU clock frequency and multiplier in the bios so that the system see's and runs the CPU at a lower speed, or is this likely to cause system errors.

You can run it at a lower speed, I have done it many times and never had any problems...just make sure the FSB is compatible.

I wouldn't recommend doing that, it would most likely cause lots of problems and permanently damage the CPU, motherboard, or anything else.

Yes, you should not have a problem and should be fairly stable.
