It's called elevation. Since the higher you go, the colder it gets, well you get where I'm going with this

The reason it snows in Flagstaff is that in the winter the temperature is cold enough that the precipitation falls in the form of snow. The elevation of Flagstaff is 6910ft; the significance of the elevation is that temperature is a lower. (decrease in temperature of approximately 4F per 1000 ft elevation rise. Also, Flagstaff is located in northern AZ which is on the Colorado Plateau. There are a lot of factors which contribute to snow falling there. Flagstaff is not located in the Sonoran desert like Phoenix is.

High elevation, the higher in elevation you are the more snow you get in the mountains.

When you are in the higher elevations, in the mountains, you will see some snow.
