Room by room. When i do major cleaning, I separate my time into which rooms i will do each day. I empty out cupboards, closets, drawers, everything. I put the stuff in piles or bins depending on what kinds of things they are. If they stay in that cupboard, i put them back right away, if not I put them in piles of
1. things to stay in that room
2. garbage
3. things to go in other rooms
when i'm done in that room, i go through the bins, putting things in their place in the room, putting things in the room that they belong in, and getting rid of the garbage. When something belongs in a room that is not done yet, it can go anywhere in the room, when it belongs in a finished room, it goes in its place.

buy a labeler and a lot of plastic bins. Sort everything into catagories. Pens/pencils
Magazines
bathroom stuff
You get the idea. Stack things in closets with the labels facing out. Obviously try to put stuff in the rooms he will use them. See if he can get rid of stuff he has not used in the past year (hard for pack rats tho)
I used to be a pack rat but the clutter started to be too much and I have now begun throwing things away in mass quantity (or donating of course). After he is done he should set a schedule..that every day he does a better cleaning in one room..say..the kitchen monday..bathroom tuesday...but he has to do the basics everyday (dishes, wiping down bathroom etc)

Just start with one room at a time, have trash bags handy, get some storage boxes for things to keep, and get serious. REALLY! Go through everything, and anything that hasn't be used, worn, picked up, paid attention to in the last 3-6 months, THROW AWAY,or give to charity, cause chances are, if you haven't used it in 6 mos, you're not going to!
Good luck, and Happy Cleaning!

Throw stuff away whatever is junk.

Start by packing some stuff he does not use. Begin with a yard sale on what ever he does not need or use, then donate the rest to the church or school rummage sales.

If you are so concerned, why don't you do it for him.

Get a box of large trash bags and start weeding things out. Trash in the trash ... clothing that is used gets washed and hung in the closet and clothing that doesn't get worn anymore goes into a bag and to Goodwill or AmVets or something like that!
