Neoprene rubber does not contain latex. However, the item might have been made in a facility where latex products are also made. I am in healthcare education with many students who are latex-allergic; I typically call the manufacturer of products to ask them if it contains latex. As a latex-allergic individual, you must be proactive in reminding all medical personnel you are allergic; don't depend on them to read your chart and know it.
