It's part of the hypocrisy and senselessness associated with racism, political correctness, and affirmative action, blended with bigotry and presumed supremacy in immunity from prosecution for minority and biased views. Essentially what this means is that anyone claiming to be a racial, ethnic, or social 'minority' can say or do anything with impunity and back it up with support and threats from the ACLU, that subversive, anti-American group of hate-mongering lawyers.

It just takes on a different connotation when it comes out of a different person's mouth. But keep in mind that not all black people accept that word. While I don't usually call out other black people for using that word, I would never use it myself. I believe it was intended to be a damaging word and we should stop using it by now.

The same reason that when you're in Ireland you never tell the Englishman, Irishman & Scotsman jokes unless you're actually Irish or people get mad, but when we were there they were always telling jokes like that themselves.
The same reason that I can make jokes about myself, but if other people do, sometimes even if they say the same kind of things I would say myself, I would get mad.
If you're part of the group then you can say things and it's not an insult, if you're not part of it then you basically aren't seen as having any right to say things like that, which really are generally derogetary if said by anyone else.

Not all Black people use the "N" word. Some, like myself, are quite offended by it. It is seen as especially offensive when uttered by non-Blacks because of the historical connotation.

explanations- depends on how you use it, never say ( ger ) but the term ending in ( gga) is okay. Its almost like a slang name it doesn't really mean anything significant. I personally think its ridiculous and everyone should stop using it.
