Essentially any person born in Mexico, and or still living there as a citizen of that country. Or, a person born in Mexico who has migrated elsewhere, or who was born in the US , or elsewhere , but has parents or grandparents who migrated from Mexico. Even if only one of their parents came from Mexico they might "self-identify" as Mexican , more so than anything else; that's essentially up to the individual however and has a lot to do with how they grew up, if that was the dominant culture they lived around or felt connected to while growing up, etc etc.

Beyond that, an "ethnic" (if you will) Mexican is usually, essentially, a person who is a "mixture" of certain native American ancestries (eg, Aztec, Mayan, etc) and Latin European ancestry (eg, Spaniard, for the most part; which is why they speak Spanish, obviously, and are called "Latino", or "Hispanic" , today). The "Latin" culture and the language they speak, which they are oftentimes so proud of (not that there's anything wrong with being proud of one's culture & language), is actually, in all reality, something that came from the European people who conquered , dominated, and in many cases nearly extinguished, the original inhabitants of Mexico, Central America, etc. I believe some Mexicans (and other Latin Americans as well, but we're only talking of Mexicans here) may also have, to some extent, some degree of West African "blood" in them as well, as a result of the ... aforementioned Europeans...bringing in West African slaves to work their newly-conquered lands.

A Mexican is a citizen or a native of (born in) Mexico.
In terms of ethnicity, a person who is born in, say, the U.S. to an American father and a Mexican mother would indeed be half-Mexican, but in terms of citizenship, they would be American.
And a person born in Mexico but who later became a citizen of the U.S. would be called a Mexican-American. ^_^
