Open the picture in Windows Paint.
Click on File and Save As
In the Save as type box click on the down arrow and it will give you a
choice of files types to save it as, including .png and jpg.

Quickest way is this:

Download a program called IrfanView (http://www.irfanview.com/). It will allow you to go between pictures in a folder using the arrow keys. Install it, open the folder containing your pictures and it should display the first one in the folder.

Then, for each picture in the folder, choose Save As from the file menu and tell it to save as either a JPG, GIF, or PNG.

Open the file. Then file>save as and change the type. If you are using windows xp, you will need to select the picture for editing. It is one of the buttons at the bottom of the display.
