Put a small amount of some kind of oil (cooking oil, motor oil) in the water of the mould. The oil will float on top and kill all the mosquito larvae. We use this method in old tires waiting for trash pickup, and anything else that catches rainwater during the summer months.

There are chemicals that you can find in home improvement stores or pool supply stores that will take care of this problem. You might want to check things out though to make sure there is no bad reaction with the rubber. I am not sure how petroleum based products will effect the rubber.

Ummm, not sure about the rubber stuff... but mosquitoes lay their eggs in stagnant, standing water. So get rid of that (dump after each rain or sprinkler use) and you should have no more mosquitoes.

If it's a spot you can't easily dump, you can drop mosquito "donuts" in the water... they slowly dissolve and kill any larvae laid there.
