He's probably laughing at all the paranoid Americans that have let their leaders take away civil liberties like crazy so they can feel "safe"...and just when America feels safe...he'll attack again.
Actually, he's probably dead, but I won't believe it until I see a DNA test of bones or flesh from his dead body.
