I'm not sure which WM this was scheduled for, but, if Big Show retired, is this still going to happen?

they are supposed to go at WM23. feeling is that they both would do it mutually, so even if they werent under contract, they would still do it. Big Show is not retired, hes just taking time off for an extended period of time to recover from injuries. from what i have read and heard, he has a hernia in his stomach and needs surgery to fix it and then he has to drop 100 pounds. so no, he is not retired, hes trying to heal.

Neither he or Hogan will be under contract with the WWE by that point, but there is still a good shot at the match happening. Hogan and Show are very close friends, and want to work with each other on the grandest stage of them all, and it would be a tribute to the Hogan-Andre showdown at WrestleMania.

It might be this Wrestlemania. Big Show probably is coming back later next year and it will be a tribute to Andre vs. Hogan at Wrestlemania 3.
