It is a catch phrase that companies use indicating that they are trying to cut down on costs. You hear it a lot when there has been a merger. When two firms merge, there are two computer networks. They replace the redundant networks with one of them & save costs. I

Companies will also use the phrase when they are consolidating or closing down offices.

It means they are cutting down and making a smaller, more centrally collected infrastructure. Fewer elements consolidated into fewer collections of those elements.
