If they told you they would take you with an intention of not taking you then yes, a lie.
But, if something just came up, they forgot, or there was no intention to deceive you then it would not be a lie.

Unfortunately it is. Now, if it were bold-faced lie or if the circumstances caused it to be a lie, you will never know. But if you say something and dont do it, then it turns out to be a lie.
