Some butterfly have them (see first and second link) then there are some caterpillar as well (third link).

Many of the Polyphemous and Automeris moths use eye spots on thier hind wings.
There are also varieties, of snakes, caterpillars and frogs that will use these spots in an attempt to ward off potential predators.

Flounders too. I don't think the spots on them are used for fear, but so that the preditor goes for the wrong part, as they target the head/neck, especially when they think the prey is not looking (which it will always be because of the spots).

I'm sure there are many. The cobra comes to mind first. There are spots on the flaps. I think certain butterflies have spots on their wings.
