A friend and I need opinions on the best way to resolve something with
someone who refuses to talk to us. This issue started in September of
this year when we asked someone who is supposed to be the best friend
of a celebrity a few harmless questions. This is an online situation. Not offline.

If someone refuses to speak to you both, the only other option is make contact in another way....perhaps in writing. However, I dont expect you'll receive a response by that method either. So the best advice would be to forget about it. How important can it be in the first place?

Well. Id say email the person or letter writting. I disagree with the others who say to say to forget about it, etc because if you have dreopped hte issue and the other person hasnt well I would stick to am email or letter writting or both. See if you get a respond. Also there is always talking on the phone type way too. Best of luck though and ignore those who say to forget about it. Best way to resolve is either emails or letters via snail mail. The phone can be an option too. Good luck though.

If some one refuses to communicate with you/ you cant force them. Move on let it go.

Doesn't sound like something I would waste my time worrying about. If they won't respond to you, then there's really nothhing left for you to do but forget about it.
