The short answer to if acupuncture can be used to treat asthma is yes. Also, and Acupuncturist, at least in the state of California, has a masters degree and may accept insurance and practice as a primary care physician.
Acupuncture can be used to treat any illness or disorder the body may have. Chinese medicine however is based on a very different concept of the body than western medicine. However, both systems can be used complimentary to each other. When an acupuncturist is diagnosing a condition they are looking at the body system as a whole, and patterns of disharmony within the organism as a whole.
Disorders and diseases are seen in traditional Chinese medicine, or TCM, as blocks to the natural flow of fluid, blood, or vital energy through the body. This causes depletion or congestion at certain points or in certain organs. The excess or depletion can also be internal or external, and hot or cold. To correct this, corresponding points on the skin are stimulated either by needling, heating, cupping, etc.
Asthma in TCM can be seen as many different things depending on the exact symptoms, mainly it would be a Qi deficiency. If one has shortness of breath accompanied by panting and wheezing, accompanied by sweating, cold limbs and frequent unrination then perhaps it is a deficiency in lung and kidney Qi.
Acupuncture treatments can actually correct conditions eventually by constantly redirecting and correcting the flow QI. Please remember that disorders are a result of many different factors. Lifestyle, diet, etc. are contributing factors and if they led to illness must be changed in order to lead to health and balance.
TCM also has a Materia Medica of many thousands of herbal formulas which compliment acupuncture treatments as well.
It has also been noted that after a few days of an acupuncture treatment signs and symptoms may return. Sometimes treatments must be done several times a week or several times a day in severe cases in order to gently redirect the flow. This is much easier when accompanied by herbal formulas, therapies, etc.
Also please note that while an acupuncture treatment may be effective in aleviating pain for a few days, if someone takes a tylenol or sometimes stronger and narcotic drugs for the same relief the modern drugs are never more effective than 4 - 6 hours at most. Plus, the pain is mearly masked and nothing is resolved. People who have recived TCM treatments often report a faster recovery time.

it works for many conditions but always so short-term. Teri is correct.
I was so disappointed in how fast symptoms return between treatments.
Oh well.

Acupunture works best on the nerve systems, and usually you have to had a few sessions of it to see good permenant result.

I have tried it for muscle pain and found it to work short term (1 week) and cost alot of money
