You can't but the Feds can, sometimes.

In many countries, subscribers don't need to register their name when they buy a prepaid phone (or sim). These days most countries require it, but only so that the Feds can trace a person.

I don't know of any country that has a white pages directory for mobile subscribers.

Yes. Just call the number and ask "who is this?" After they give you a name hang up and look for that name on the internet. Simple.

Probably not if it's a pay-as-you-go or prepaid phone... If they have a plan, you can find a way to trace it the the person who owns the phone....
