How about some CD's or DVD's of some of his favorite movies?
A video game would be good too if he plays. Or you could make him a CD of songs that remind you of him along with a framed picture of you and some baked goods, like cookies. Good Luck and Merry Christmas.

if he likes music get him a mp3 player or cd or if he already has an mp3 player get him a itune gift card so he can put songs on his mp3 player
if he like video games buy him a game for him video
or a necklace if he like jewerly, or watch
or a couple shrits from his favorite store
or if he is into skatebordaing buy his some new wheels

Video Games (or vouchers for a shop)
CDs
DVDs
A nice shirt/tshirt
A wallet/belt
A cool lighter if he smokes

How long have you been dating? a cd of his favorite band. Maybe clothes, what is the budget you are working with? get creative. something that he is interested in like a model of his favorite race car driver,

Food (always safe)
Live ammunition? (Prob not a good idea)
Sword/Knife/Axe (If he collects really cool weapons)
Movie tickets (if you like this suggestion please pick the other person who said "movie tickets")
Pretty much all of those are safe with a guy (if the guy is safe with firearms/weaponry).
