Music should be apart of every person's life from birth on. Now as for playing an instrument, most children aren't prodegies like Mozart, so I'd say anywhere from 7-10 would be a great starting age. Singing could be started even earlier 4-6.

to start learning music.. like how to play an instrument/sing, or theology? .. well actually, i think that for either of those, the earlier the better. Kids' brains are in crucial developement stages and it is very easy to learn new things as a kid. I would recommend getting started early.
Though, if you are talking about a child of yours, i wouldn't suggest forcing it upon your child. That makes it more of a chore and undesired, and may actually push the kid away from learning music well.

Birth. My son has been learning music since he was born, has a great sense of rhythm at age 2. There are inexpensive musical instruments for toddlers found at stores like Target and Meijer.
Enjoy.

My son had his first guitar lesson at a local community college at age 9. But I think (in this particular class) they can start at 8. He picked it up and put it down for the first few now he makes his own songs (13yrs old now)
