As an ideal, yes, it must be maximally inclusive. However, I'm not sure it's EVER been practiced that way. Therefore, it really depends on how one wants to define "democracy". But taken at it's original meaning, I would say it really has to be maximally inclusive, and taken at it's derivative meaning, it certainly does not.

Republic? Republic is a general term for a state where the government's political power depends solely on the consent, however nominal, of the people governed. Democracy is a subset; a form of government by the will of the people that can specifically have free elections.

Anyway know that we have some defination straighten out. It would not be democary if it not Maximally Inclusive. A Democracy requires the voting of it's people to govern therefore needs to be Maximally inclusive.

In a republic, maximally inclusive does not have to be as the consent of people to be govern by say a higher power, as long as it benefits the whole can be made without voting.

If by maximally inclusive, you mean include the most amount of citizens possible, then the answer is no. There are many instances of situations where it is prefectly reasonable for a democracy to limit the participation of groups of citizens.

Most of these situations involve those citizens that have reneged on their reciprocal responsibility to democracy, such as convicts and those committed to teh violent overthrow of government.

Also, minors. While there seems no significant difference between a 17 year old and a 18 year old, it is reasonable to maintain the distinction for practical purposes.

Other than these technical reasons however, all should be included. Exclusion cannot happen on gender, race, creed, etc if democracy is to function acceptably.

What Democracy where surely you don't mean USA If there is any democracy its only for the privileged or well connected and comes with a price tag! The majority are herded and economically fleeced/victimized by the ruling class! The poor are excluded and left to suffer in pain,misery & starvation here in USA! Welfare system does NOT provide or work for the poor legal Americans it is one more fraud brought to you by useless non-performing government! A real democracy you might have something like http://www.usbig.net Ignor the needs of the few ha ha you are being ruled & controled by the mob wealthy FEW minority!

The positive aspects of democratic principles are, to most, self-evident. In a perfect world, democracy would be unnecessary, with everybody in agreement, so it is at its basis a practical way of living in an imperfect world. Democracy has been likened to two lions and a lamb deciding what's for dinner. The lamb's vote against lamb chops is in the final analysis probably not very reassuring to him. (You'll also note that in present-day Iraq there are lambs with rifles and bombs.) So balances and restrictions are always needed. And, as noted in our Bill of Rights in the U.S., there are areas in which government should have no say at all.

The minority is part of the democracy, also. While, in general, the largest number of people must be served, we can't ignore the needs of the few.

If that is what you meant.

must it be? nothing must be, people have excluded people for all manner of reasons. female and minority voting is a recent thing. they still called it democracy, today it's actually a republic but they still call it democracy. Wealth and property have benn used to keep out undesirables. so no doesn't HAVE to be.

No, in America we have a system of representative democracy. We elect representatives to deliver our view, even though we are not included in every decision.

Yes, but we should change ours to exclude Islamic Fundamentalists,Communists, and Liberals,(of course if we exclude idiots, the Libs. will be gone anyway).
