im 13 and I want to be an actress but i need auditions or an agency first. commercials or movies?

I used to live in Ohio and the agent I had in Columbus was CAM Talent. As you're underage, you'd need a parent's permission. The agency probably has an info line and a website - look it up and find out what their submission guidelines are...
