Under the Fair Use doctrine you are allowed to copy copyrighted material for limited purposes...

If it's a music video you can only have 30 seconds of it, If it's a clip of a movie you can only have 3 mintues of it. Other than that it's illegal.

Sometimes, yes. But if the video is copyrighted it is illegal because you are not buying it, you are stealing it.
