the best way is to practice practice practice. Do you have an english speaking friend? Ask if he or she would be willing to be used as a study partner. Then when you two are together, speak only english as much as you possibly can. And with learning to read english, try getting some of the simplest children's books, with pictures that illustrait what is being said on the page. You can then associate the picture with the english words. It will take a while, but you will see, you will pick it up a bit at a time. And try not to learn too much slang. That changes periodically. And it is best to learn the real words for things you want to express. Good luck dear.

You can build up good communication skills by: Reading good books and novels, Listening to good communicators, Studying English language books and Applying a new English word into your vocabulary each day.

I am also in this process to improve the communication in English.
I am trying right now to get good author's book who teach me how to write in professional way, and how to say, I don't have a name of those books name but I'll get it for you and send it to you.

Just keep trying, sit down opposite to mirror and speak out loud so you will not feel shy when you actually speaking with someone.

just go on talking to yourself about any topic that you hold good knowledge of in front of the mirror
gradually you will understand the flaws concerned with your taking and next time you will pay extra attention to curb them
dont feel embarrassed if you go wrong at times
the person standing next to to you might not be a perfectionist too
and if he is then two things
one that he will not make fun of you and secondly
he must have also become a perfectionist like this

Just Practise It .. Try to have conversation in english as much as possible.. practise makes 1 perfect. Watch English Chennals and listen BBC ..

You mean to ask 'how you can build up'....right? Practice makes perfect! Grab any and every opportunity to spit out your thoughts in English without any fear or favour! You will soon find yourself growing fast in that direction! And, sky is the limit for what you can achieve!

Read...out loud. Choose challenging non-fiction books or intelligent magazines. Harvard Business Review would be good.
