Yes and if you think about it it does make sense. When you have a migraine or really bad headache it because the brain is lacking oxygen to some part of it for one reason or another. Giving you oxygen may help settle the migraine.
Even though this may help they need to find the underline cause of the migraine to keep this from happening.

I have heard of using oxygen for hangover headaches but not for migraines.

sort of as stated above, a migraine is caused by the constriction of a blood vessles which supply the area of your brain with oxygen, so by increase the oxygen load the area will receive more oxygen by other blood vessels.

Juno is right. I've used oxygen for my own migraines quite a bit, and it does sometimes help.
