The best that I have used is TOAD from Quest software. It stands for Tool for Oracle Application Developers. You can download a free version or I believe a trial version of the full software. It is easy to use and is user friendly.

The Oracle 10G express is free. It is an excellent tool to start to learn Oracle. Also read some tutorials on SQL and PL/SQL those 2 languages are you to create table and manage data with Oracle.
