If you mean a "Letter of Marque" it is a piece of paper that is an official commission from a government to a private ship to "take, burn, capture or destroy" the ships of an enemies fleet........used by smaller, weaker powers without a large official Navy, it turned every merchant ship into an "war" ship so they could attack other ships without being accused of piracy. The US used it to great effect against the British in the Revolution and the War of 1812.
