Well, that depends. Can people sue the mountain if they die climbing it? Inn\stead of insurance, it should be a waiver. It's just a plot to get a lot more money out of people who enjoy doing things. But IF they had to pay insurance, I think it should go towards the mountain rangers and rescue crew so we can use less tax to dollars.

No, because the insurance companies would have to pay out and run up the cost for people who choose not to risk their lives.
When they cost governments such great expense, effort and time in searching for them, they should repay the cost. Plus, it's a time waster for the media. They know the risks before they set off and still choose to risk losing their lives.

i think they should have personal health and life insurance, and then have to sign a waiver saying that we're not going to come look for them until they've been missing a week and they cannot sue if anything happens. that way its all on them to learn and do everything correctly and know that if something goes wrong, its all them.
