There are no legal requirements as some cookers are not built in and are free standing. The kitchen designers usually try to achieve the work top on both sides but in the end it comes down to the best use of space and economics.

I'm in the UK and only have work surface on one side of the cooker in my house.

if you r getting a new kitchen it is a legal requirement to have a certain size on either side of the cooker

No. Most places I've lived only had one work space because the stove was put right in a corner.
