You can grind it off ( very messy and dusty ) or use a shot blaster ( alot nicer but harder to find ) you can use Martica acid ( very nasty stuff ) or you can sand blast ( very messy and dusty )
The best way depends on where it is located at. I have found the shot blaster ( with a vacuum port ) works the best.

I've had to remove all kinds of stuff from concrete, though have not yet had the opportunity to remove "epoxy rock coating". I work as a concrete repair specialist, my advise would be a grinder and a zec disk. Zec Disks are for adhesive removal, are moderately abrasive and will do little damage to the actual concrete. You can get one at your local hardware store (or should be able to anyhow) if you cannot find a zec disk, as an alternative they also make sand paper bits for drills or grinders, this would work as well, though would take a bit more time.

I asked my guy (He's a concrete worker) he says the only thing he knows of is a sand blaster.
