The processor fan sits on top of the CPU on the motherboard and is an absolute necissity for todays CPUs. The Pentium II and III processors usually come with a large heat sink that is sufficient. But not so for more current CPUs. A hard drive fan will sit right above or right below the hard drive depending on how it is mounted. They are not usually standard when you buy a computer off the shelf. If you have a high capacity hard drive or have invested a bunch of money into it, then a fan can extend the life of the drive some but they are not usually necessary and you can pick one up for $10-20.

Hard drive fans are 99% of the time bought separately, so if you didn't buy one you almost certainly don't have one. It is usually not needed anyway. The processor fan is the one on your motherboard that is on the processor. Sometimes, there is a fan blowing over the hard drive from the front of the case, but that depends on the manufacturer of your computer, it's hard to tell.
