Research paper is never cmplete without citations.The citations help the readers to dvelve deeper into subject.They allow reader to understand the thought stream which lead you to the research paper and its contents.
By not giving citations you are robbing others of credit due to them.It also entails loss of useful information because the sources will have to searched by the reader causing waste of time.
Infact I feel in internet era the citations should actually be hyperlinks so that the sources can be accessed easily.

If your teacher (and final decision maker) outlined that requirements of your research paper and this outline (either verbally or written) specified tht a 'work cited' page is part of the assignment, then no it's not complete.
Your teacher specifies what work should be done and your teacher has the right to set the grading system based on work completed. You are very luck that she accepted the work at a 40% level. I've had a lot of teacher/professor, etc. return work with zero (0) credit given because it wasn't completed.
Keep in mind that when you get into the real word of responsiblity (work) your boss/supervisor will outline your job responsiblities and if you decided that some portion of that isn't worth your time and effort to complete, you will find yourself with out a job.
I suggest you see this a lesson learned and make more of an effort to complete ALL the work assigned.

without a works cited page a research paper is no better than someone's radom thoughts and opinions written on toilet paper. A research paper means that you have done research and have used credible academic sources (note wikipedia is not a credible source). I could write a research paper about how the Confederacy won the Civil war but I would never find any credible sources to back it up so my paper wouldnt be worth the paper it's written on. You have to back all statements of fact up with something more than just your musings or suppositions.

To be a reasearch paper who have to have a work cited page and also you have to cite inside your research because you are not an expert and that is why you have to rely on citing works from experts. If you donot cite is not an research paper it will be an essay and it would not be objective.
