A proxy server is a computer that is connected to the Internet and acts as a gateway for other computers. The others connect to it and it routs their requests to the Internet. It is a way of concealing your computers on the network without using a router.

A proxy server is one which sits between the client application(like Web Browser) and the real server. It will Receive all the Requests sent by the client application and tries to fulfill the request on its own. if that is not possible it will send it to the real Server.
The main purpose of this proxy server is to improve performance and filter requests.
Is it bad to your computer or not depends on what you want to do with your computer!!

Is a server that sits between a client application, such as a Web browser, and a real server. It intercepts all requests to the real server to see if it can fulfill the requests itself. If not, it forwards the request to the real server.

Or like back in the day before we had broadband routers, it was a way to share your internet connection with other computers in your home. One computer acting like a server and the other a client.
