Men generally dont wipe after urination as they shake their penis to get any remaining droplets out. In the case of women, their anatomy doesnt pemit them this luxury!
Some urine generally gets down from the end of the urinary tract on to the vaginal opening and also clings on to the surrounding pubic hair (if not shaved). As urine dries, it emits a smell, and this becomes unpleasant, besides leading to chances of fungus infection in the area if one doesnt wash her private parts daily.
It is very much advisable for women to wipe after they pass urine, and if practicabe, to also wash the area with water immediately, and to dry it with a piece of cloth.

yes it helps from forming any infections down there. wet dark warm places are great places for bacteria to form so u want to be careful of that and rememeber to wipe from front to back.

They don't have to...they do so to prevent getting urine in their cute little undies! Also, it's harder for them to "shake" the extra droplets of urine like men do.
