Because, by the time you put a few millilitres of coloured stuff in 40 litres of water, the dye concentration is very low. Bubbles have large surface area compared with the original liquid volume, so hardly any dye to show.

Somebody did make coloured bubbles, but they're patented by some American dude and they cost a fortune. However when they pop they leave coloured dye everywhere duh not very clever is it?!
