I'm not really sure it's a question of utility...it has rather to do with the aesthetic value. Fashion in itself has little to do with what is practical. Aesthetics are subjective...so probably there's no point in looking for a reason:)

When my other half wears a tie he normally spills food / drink or both down it so in his case as a bib!!!
