that's an extremely tight budget. with that little amount of cash the best thing you are gonna get is a 7600gs. (fanless) What you are looking for in a good card is PCI-E (E for express) has 256 MB GDDR3 or better graphics ram.

@Moti:
clock speed really does not matter in determining overall performance of the CPU. I have a 2.4Ghz Intel core 2 duo e6600 and it will kick the **** out of the older Intel P4 3Ghz if you run the appropriate benchmarks.

Try to buy nVidia GeForce 7+. GeForce is very powerfull and best in games. Make sure that your CPU and Ram are good, at least 3,0 Ghz of CPU and at least 1GB Ram. Also when you're buying, buy the one with cooler fan. See if your Main Board supports PCI-E, if it does buy a PCI-E graphic card. If you can buy a graphic card that is GDDR3, those graphics are much better than the others. Have fun !

I spent like $89 on a Radeon PCI, it was lower end, but worked well with amount of RAM that I had.
A cheapish card and a RAM upgrade sometimes is better than an epensive card and a poorish amount of ram.
