First cousins; no....but they are almost sure to be related in some distant way.
Henry VII was from the house of Lancaster while Elizabeth was from the house of York. Both factions had long been warring for the English throne between 1455 and 1490 (called The War of the Roses). However, they are both branches of the Plantagenet royal house descending from Edward III, whether they were related as cousins or not is up for debate as genealogical records that go that far back are very few and far between, even for the nobles. However, they were most likely related in some distant way, but not as close as first cousins.

Henry VII was descended from the widow of Henry V and not from Henry V himself. She married, illegally Owen Tudor. As the widow was a French princess and all the royal families had intermarried, Elizabeth and Henry VII were related but at some distance.

I looked them up on my Family Treemaker, since I am very distanly related to them. Their exact relationship is that of third cousins. They are both descendents of King Edward III of England. Henry is descended from the Beauforts,therefore the House of Lancaster, and Elizabeth is descended from the House of York.

I don't think its a first cousin relationship. They certainly have a common ancestor in Edward III
Henry VII
Henry's parents were Edmund Tudor, Earl of Richmond and Margaret Beaufort. Margaret was a descendant of Edward III through John of Gaunt, Duke of Lancaster and his third wife Katherine Swynford.
Edmund's mother was Katherine of Valois. She was first married to Henry V of England, mother of Henry VI. her second marrige was to Owen Tudor, thus making her grandmother of Henry VII
Elizabeth of York was the daughter of Edward IV and Elizabeth Widville/Woodville
I can't see a brother/sister relationship tying either of Henry VII's parents to either of Elizabeth of York's parents to make it a first cousin relationship
