In order of my own preference, I would recommend the following top ten based European cities based on my own experience:
1/ Liverpool, England. Great peeople, best football club in the world, beautiful architecture, very cosmopolitan feel to it these days.
2/ Paris, France. Fabulous city with a great history and numerous top attractions like La Louvre, l'arc de Triomphe, la Tour Eiffell and of course, the Moulin Rouge.
3/ Barcelona, Spain. Architectural splendour and super food.
4/ Kracow, Poland. Amazing city with an incredible history. Also very cheap and near to Aushwitz Birkenau which everyone should visit to pay their respects.
5/ Berlin, Germany. German efficiency at its best! Fascinating blend of East and West.
6/ Rome, Italy. Where to begin? The food is awesome, their is so much to see and it's very very cool. The centre of the Roman empire for generations.
7/ Copenhagen, Denmark. If you come to Europe travelling I guess you need to go somewhere in Scandinavia.
8/ Amsterdam, Holland. Some great museums, very easy to get around and all with the benefit of being able to have a cheeky joint!
9/ Taormina, Sicily. Visually stunning and food to die for.
10/ Athens, Greece. One of the most historic places in the world and always great weather.

Finland is the most beautiful country in Europe, it offers all you want, Helsinki (loads of shopping and sightseeing) for more nature go to Lapland (huskies, ocean, forrests, great countryside), the people is friendly and open (does in most cases speak English), and the best parties happen there anyways,
I have been in almost all cuntries, all of them have there up's but the best however was Finland (even lived there for 2 years)

Spain has to be on your itinery, it is such a large country with such diversity, history and culture. The people are very friendly too, their pace and attitude to life nicely realxed and the food and wine good, what more could you want?

Denmark Sweden Germany and Holland. Spain and France have lost the plot I think. France is dirty in many places and it has become so expensive recently. Spain is OK but has lost a lot of its appeal due to Timeshare touts and Drunks.

I love France!!! Paris is fantastic.
Anywhere in the Alps is gorgeous and I have friends who have worked in the dordogne and absolutely loved it.
i worked on the Ardeche for a couple of years and that's a great place - very french and lots to do.

Barcelona, specifically Gaudis park, also Zurich in Switzerland - amazing city. also ive always wanted to go to prague. greeek island of Lemnos isreally good as well

Lisbon (Portugal) party all night long. Loads of clubs/discos. lots of historical monuments.weather not so bad.very friendly people.not to expensive.
beautiful city!
Madeira (Portuguese island) best fireworks.

London, there are loads of things to do, the people are kind, lots of shops (if you like shopping) and the fireworks are great on New Years Eve.
