Why not email your boss instead? It is less formal, but unless your proposal for the party involves a 5 star hotel and a budget of a wedding, it should suffice. A simple letter outlining who will be in charge, how much money will be needed, and where it will take place, if the office/workplace is out of the question. Just ask, if it does not happen this year, then your boss might keep you in mind for other proyects in the future, you never know...

May I say what a pleasure its been working for (co name) this year. Seeing the company thrive has been a real pleasure knowing that myself and my co workers have had some small imput to its success.
An 'end of the working year celebration' would really boost moral and show your employees what a caring company you run! Although I am sure this is something you have already thought of.

Dont write a letter, be creative.
How about leaving a party hat, a party-popper and balloon on his desk with just a wee note saying...
"Were all looking forward to the office party.... When is it?"
