Why does the U.N. embrace Chinese policy, when the Chinese government is just a gang of fascist criminals?

China has certainly developed a group of supporters through the giving of aid along with a generaly anti-American bias in some developing nations. This 'third-world group' has enough votes to as a block to sway issues.
