What way do you take care of them? Without knowing, I can only guess at the cause of the cloudiness.
If it is a white cloudiness, it is a bacterial bloom. Green cloudiness, is algae bloom. I'm guessing it's a white cloudiness - caused by excess nutrients in the water. Is it possible he over feeds his fish? It's easy to do - bettas have small stomachs and only need to eat 2-4 pellets per day, 6 days per week, with perhaps a bloodworm here or there. Pay close attention during feeding - any food that is not eaten should be removed. Is your husband's betta eating at all? Bettas can suffer from impaction and if your husband is still feeding, but the fish isn't eating, the food can rot.
If you have very small tanks (under 2 gallons) - how often do you change the water? In a small tank without filtration, you would need to change 50% of the water at least every other day, or 100% of the water 2-3 time per week. Otherwise, ammonia builds up, and bacteria respond to this, sometimes causing a bacterial bloom.

Anyhoo, I suggest frequent, small water changes and decreased feeding.

Avoid using chemicals to remove cloudiness - they are ineffective. The only thing they will remove is money from your wallet ;)

I also had a beta, and it's tank stayed clear for two years with normal cleaning. Then it started to get cloudy all of the time. To a point, I was cleaning it three times as much. The fish died soon after that. I believe that is what happens before they die, but I am not sure.

A white cloud is generally a bacterial cloud caused by excess nutrients in the water column and poor water parameters such as Nitrates and Redox.

Are you both feeding the same food?
Assuming you are, here are a few suggestions:

* I would have him cut back on feeding.
* Make sure the food you both feed is primarily made from sources of aquatic proteins, otherwise even though your tank or bowl is clean it is still possible do to different feeding habits of both the aquarist nd fish to have a poor quality food cause cloudy water. Good choices are Sanyu or Hikari Betta Gold. Bad choice Tetra Betta flakes.
* Soak all dry foods prior to feeding, this makes them more palatable and digestable.
*Maintain proper electrolytes and kH. This is very simple and inexpensive wtih the small version of Wonder Shells, which we use extensively in our maintenance route, both in aquariums and the bowls on our clients desks.

Well, I think your husband's tank is probably old. It seems like it. Most Fish Tanks that are cloudy are usually old. Maybe that is why? Perhaps? That's my own thought though.

Try using distilled water instead of tap. It helps to eliminate cloudiness. I had the cloudy problem and this has cured it.

1st don't use distilled water it lacks vital nutrients. Most likely he is feeding his betta more, and/or cleaning it less.
