In the UK it is calculated by the Office of National Statistics.
In 2002 it was approx £23,500 per year. I can't find any more recent that that, sorry!
A mean average is used. This could be seen to be unfair as it is skewed by big earners - eg someone earning, say 3 billion (like Roman Abramovic apparently did this year) would skew the data by around £100 if you exclude those who are too young or old to work!
Some left wing politicians only take an "average workers wage" which is most likely where you have heard the phrase.

There is no real answer as the official one also includes people on stupid money like footballers, fatcats and politicians which ruins the whole thing.
Full time minimum wage is 10-12k but most full time workers earn between 12k to 24k so average must be around 18k.
That would be work requiring some sort of skill and experience but not massive responsibility which is where most of the workforce is. Bigger money higher up of course but also less places so everyone cant earn the big cash even if we all wanted to.

The average wage in the U.K. is £20,000 per year.
The figures come from the Inland Revenue, who have a record of everyone who is registered with P.A.Y.E. It is simply a matter of adding up all the incomes, and dividing by the number of earners.
It should be noted, that 90% of the population earn less than the average wage. Which gives you some idea how much the other 10% are earning....

i live in cambridgeshie, and a factory worker earns around 15000 for a 45 hour week, an office worker earns between 8000 from leaving school, to 18000 a year. but the best place to look is in your local job magazine, which some newsagents have for free or in your local newspaper for a rough idea.
