In our country, ten minutes of ten is 10:10 - ten minutes after ten.
Ten minutes to ten is ten minutes before 10:00. Simply said as ten to ten. Did l confuse you?
l maybe wrong but that's how it is in our place.

it is 9:50, of course. Misuse of a preposition (of).
"Ten minutes until ten" is the more proper usage.
